What RTCR is
RTCR is the Revised Total Coliform Rule. It is the federal rule for total coliform and E. coli monitoring at public water systems. A missed sample is the common hit, not a dirty one.

Is RTCR the same as an MCL exceedance?
No. RTCR is the monitoring rule. A missed period is a violation even when the water is safe.
