Where VOCs come from in a small system

VOCs are almost always a groundwater story, and the source is almost always human activity uphill or upstream. Dry cleaners left tetrachloroethylene in the soil. Machine shops and metal degreasers left trichloroethylene. Leaking underground gasoline storage tanks left benzene, toluene, ethylbenzene, and xylenes, the BTEX fingerprint that shows up downstream of a fuel release. The monitoring schedule: quarterly, then less, unless you detect

Under 40 CFR § 141.24, a community or non-transient non-community system starts with four consecutive quarterly samples for each VOC at each sampling point during the initial compliance period. If those come back clean, the system moves to annual sampling. After a minimum of three years of clean annual results, a groundwater system can be reduced to one sample per compliance period, roughly once every three years. Because vinyl chloride is a breakdown product of the two-carbon solvents, a groundwater system that detects trichloroethylene, tetrachloroethylene, 1,2-dichloroethane, 1,1,1-trichloroethane, cis-1,2-dichloroethylene, trans-1,2-dichloroethylene, or 1,1-dichloroethylene must monitor quarterly for vinyl chloride at each affected sampling point.
