Most operators think of chlorine residual as one number they have to keep up. It is actually two numbers, and they pull in opposite directions. Too little and you violate the disinfection requirements of 40 CFR § 141.72. Too much and you cross the Maximum Residual Disinfectant Level, or MRDL, in 40 CFR § 141.65 — and push yourself toward the disinfection-byproduct exceedances that are the single most common health-based violation in the country. The MRDL is a ceiling, not a target

A Maximum Residual Disinfectant Level is the opposite of an MCL. An MCL is a minimum you must not exceed on a contaminant. An MRDL is a ceiling on the disinfectant itself — the running annual average of residual you are allowed to leave in the water. The federal MRDLs are 4.0 mg/L for chlorine, 4.0 mg/L for chloramines, and 0.8 mg/L for chlorine dioxide, all set in 40 CFR § 141.65. The floor you are actually tested on every day

The daily number that matters more is the floor. Under 40 CFR § 141.72, the residual disinfectant concentration in the water entering the distribution system cannot fall below 0.2 mg/L for more than four hours. Inside the distribution system, the residual cannot be undetectable in more than 5 percent of samples in a month, for any two consecutive months. A dead-end main with zero residual is not a nuisance — it is a citable disinfection failure that turns into a coliform risk and, once a positive sample appears, a Tier 1 acute violation.

Why the two edges fight each other

This is the trap small systems fall into. The operator sees a low residual and overfeeds chlorine to push the floor up — and then the disinfection byproducts climb. Chlorine reacts with natural organic matter in the source water to form total trihalomethanes (TTHM) and haloacetic acids (HAA5), and those carry MCLs of 80 ppb and 60 ppb on a running annual average. What to do about both edges at once

  • Test residual at the entry point and at dead-end and low-flow taps, not just at the plant.
  • Flush dead-end mains on a schedule so the residual reaches the end of the line without overfeeding the system.
  • Track the running annual average for TTHM and HAA5 the same way you track residual — the two numbers move together.
  • Keep the log. The inspector checks residual records on every sanitary survey, and an undetectable sample in more than 5 percent of a month is a finding whether or not you caught it.

What is the difference between an MRDL and an MCL?

An MCL is a maximum contaminant level — a ceiling on a contaminant in the water. An MRDL is a maximum residual disinfectant level — a ceiling on the disinfectant you deliberately add. Both carry violations, but the MRDL is about overfeeding, not contamination.

Does my system have to hold residual even if it uses only groundwater?

If your groundwater system disinfects, the MRDL and the residual monitoring apply. Systems that do not disinfect still answer to the coliform and other rules, but the residual floor and ceiling are tied to disinfection.

Is an undetectable residual really a violation if no bacteria were found?

Yes. The residual requirement is a treatment-technique standard that stands on its own. You can be cited for a disinfection failure even when every coliform sample comes back clean, because the missing residual is what would let the next sample turn positive.
